Russell Lloyd Mobley & Lloyd Suite 400 710 W. Main Street Louisville, KY 40202-2634 Dear Mr. Lloyd: As requested, I am enclosing a copy of my curriculum vitae. He [Atty J. Padgett] also asked me to comment on whether I found any evidence that Tom would intentionally commit a crime or have any inclination to not support his children emotionally or financially when I conducted my evaluation if him. On the basis of my evaluation of Mr. Padgett and discussion with his sister Gail, I found that his commitment to the welfare of his children financially and emotionally is top priority. He has suffered a great deal being cut off from his children [see scientology family "disconnect" policy.] As I noted in my evaluation he has been an active parent in their care and upbringing from birth to divorce. He was very pained by his being labelled a criminal resulting from Kentucky hearings. From my fifteen hours of discussion with him and his family gained over a year from February 1998 through January 1999, I learned about his values, ethics, and understanding of family background, I find no basis to support that he would intentionally engage in any criminal activity. The skeptic might question that my evaluation was based solely on Mr. Padgett's word. That is inaccurate. As you will note in my evaluation [June 5, 1998 addressed to Atty Joseph Mobley,] I clearly indicated that my conclusions were based not only on his report, but of a number of professional people and others who know Mr. Padgett well. In addition, much of the information that contributed to my evaluation was verifiable. An added source of information derives from my observation of non-verbal behavior. In my evaluation(s) I pay a great deal of attention to the consistency between what is said and how a person says it and how they behave. When behavior is inconsistent with what is said, I find that behavior carries the more accurate message. Over the course of the past year and half I found no inconsistencies between Mr. Padgett's words, behavior, or in any of the multitudinous correspondence I have reviewed.
